What a sounding is
Twice a day, at 00Z and 12Z, the National Weather Service sends a balloon up from each of these stations. The instrument under it reports temperature, humidity and wind all the way to the stratosphere, and the profile it draws is what a forecaster reads to judge whether storms will fire, how high the freezing level sits, and how the wind turns with height.
