How “people affected” is worked out

A count of active warnings tells you almost nothing. A tornado warning over open ranchland and one over a metro area look identical in a list and are completely different events, so this page ranks by who is actually inside.

For a short-fused warning the Weather Service draws a polygon, and we sum the population of every Census place whose centre falls inside it. Longer-fused products — heat, winter, air quality — are issued against counties instead, so those are summed by county.

Both are estimates and the limits are worth stating. A city counts fully or not at all depending on which side of the boundary its centre falls, and anyone living outside an incorporated place is not counted. Large cities land wholly in one county — New York City’s centre is in Kings County, so an alert covering only Manhattan reports a fraction of the people actually under it. It is a ranking signal, not a headcount.
