The buoy is 9 miles from this gauge, which is stated for a reason: sea state at a buoy offshore can be nothing like conditions in a sheltered channel, and a water temperature reading a river mouth away may be several degrees out.

The rating is about wind, seas and warnings - whether a small boat can work comfortably and safely. It is not a bite forecast, and the tide times above are not one either. Tide stage matters to a great many species and every angler has a theory about which stage; we are not going to convert those theories into a number and present it as data.
