Georgia

Ten regions on county lines: Atlanta metro, North GA Mountains, Northwest Georgia, Northeast Georgia, West Central Georgia, Central Georgia, East Georgia, Southwest Georgia, South Central Georgia and Coastal Georgia.

In the editor each region takes a level with one click. When one region needs more detail, split it into its counties and set them one by one; merge it back when they agree.
