Illinois

Ten regions on county lines: Chicagoland, Northwest Illinois, West Central Illinois, Central Illinois, East Central Illinois, Springfield area, Metro East, South Central Illinois, Southwest Illinois and Southern Illinois.

In the editor each region takes a level with one click. When one region needs more detail, split it into its counties and set them one by one; merge it back when they agree.
