Iowa

Nine regions on county lines: Northwest Iowa, North Central Iowa, Northeast Iowa, West Central Iowa, Central Iowa, East Central Iowa, Southwest Iowa, South Central Iowa and Southeast Iowa.

In the editor each region takes a level with one click. When one region needs more detail, split it into its counties and set them one by one; merge it back when they agree.
