Kentucky

Seven regions on county lines: Louisville area, Northern Kentucky, Lake Cumberland, Western Kentucky, South Central Kentucky, Bluegrass and Eastern Kentucky.

In the editor each region takes a level with one click. When one region needs more detail, split it into its counties and set them one by one; merge it back when they agree.
