Maryland

Seven regions on county lines: Western Maryland, DC suburbs, Washington, DC, Baltimore area, Southern Maryland, Upper and Mid-Shore and Lower Eastern Shore.

In the editor each region takes a level with one click. When one region needs more detail, split it into its counties and set them one by one; merge it back when they agree.
