Michigan

Ten regions on county lines: Western U.P., Eastern U.P., Northwest Lower, Northeast Lower, West Central Michigan, Central Michigan, Saginaw Bay and Thumb, Southwest Michigan, South Central Michigan and Southeast Michigan.

In the editor each region takes a level with one click. When one region needs more detail, split it into its counties and set them one by one; merge it back when they agree.
