Minnesota

Ten regions on county lines: Twin Cities, Red River Valley, North Central MN, Arrowhead, West Central MN, Central Minnesota, East Central MN, Southwest Minnesota, South Central MN and Southeast Minnesota.

In the editor each region takes a level with one click. When one region needs more detail, split it into its counties and set them one by one; merge it back when they agree.
