Nebraska

Nine regions on county lines: Omaha area, Lincoln area, Panhandle, Sandhills, Northeast Nebraska, Central Nebraska, Southwest Nebraska, South Central Nebraska and Southeast Nebraska.

In the editor each region takes a level with one click. When one region needs more detail, split it into its counties and set them one by one; merge it back when they agree.
