New Mexico

Eight regions on county lines: Four Corners, Northern Mountains, Northeast Plains, West Central NM, Albuquerque area, South Central Mtns, Southeast Plains and Southern Desert.

In the editor each region takes a level with one click. When one region needs more detail, split it into its counties and set them one by one; merge it back when they agree.
