New Orleans

Six regions on county lines: New Orleans, Jefferson Parish, Northshore, River Parishes, Plaquemines and Pearl River MS.

In the editor each region takes a level with one click. When one region needs more detail, split it into its counties and set them one by one; merge it back when they agree.
