Oregon

Eight regions on county lines: Portland area, Oregon Coast, Willamette Valley, Southern Oregon, North Central Oregon, Central Oregon, Northeast Oregon and Southeast Oregon.

In the editor each region takes a level with one click. When one region needs more detail, split it into its counties and set them one by one; merge it back when they agree.
