Pittsburgh

Six regions on county lines: Allegheny County, Butler/Armstrong, Northwest, Laurel Highlands, Washington/Greene and Upper Ohio Valley.

In the editor each region takes a level with one click. When one region needs more detail, split it into its counties and set them one by one; merge it back when they agree.
