Utah

Seven regions on county lines: Wasatch Front, Southwest Utah, Northern Mountains, Central Utah, Uinta Basin, Southeast Utah and West Desert.

In the editor each region takes a level with one click. When one region needs more detail, split it into its counties and set them one by one; merge it back when they agree.
