Virginia

Twelve regions on county lines: Hampton Roads, Eastern Shore, Fredericksburg area, Northern Virginia, Richmond area, Shenandoah Valley, Tidewater, Central Virginia, Southern Piedmont, Northern Piedmont, Roanoke Valley and Southwest Virginia.

In the editor each region takes a level with one click. When one region needs more detail, split it into its counties and set them one by one; merge it back when they agree.
