NYC Tri-State

Six regions on county lines: the five boroughs, Long Island, North Jersey, Central Jersey, the Lower Hudson Valley and southwest Connecticut.

In the editor each region takes a level with one click. When one region needs more detail, split it into its counties and set them one by one; merge it back when they agree.
